Dr. Victor Koledoye as the next
Secretary of the Oil Producing
Areas Development
Commission (OSOPADEC). It would be recalled that Dr. Victor Koledoye was seconded
from the Hospitals'
Management
Board to OSOPADEC as the secretary of the Commission in April 2017 at the inauguration of the Honourable Olugbenga
Edema led board of the Commission; and at the expiration of the Edema led board in April 2021, Dr. Koledoye was subsequently made the Acting Chairman until a new board was eventually constituted in January 2022.
Immediately after the inauguration of the new board, there have been serious agitations and intense lobbying by so many top civil servants in the Ondo State Civil Service both within the OSOPADEC Service itself as well as the main civil service to replace Dr. koledoye.
The reason for this is that the time allowable by the CSR for officers on secondment from one office of government to another is a maximum of five years if done at the instance of government, as in Dr. Koledoye's case. According to an officer of OSOPADEC, who wants to remain anonymous, any attempt to extend the tenure of Dr. Koledoye beyond the 6th of April, 2022 is an infringement of the CSR. The officer further added that since OSOPADEC now has its own array of top and competent officers who are on grade level 14 and above, which was the grade level on which Dr. Koledoye was, when he was seconded to OSOPADEC, there is no longer any need to second any officer to the commission; OSOPADEC is now matured to produce its Secretary who is the Chief Accounting officer from within, he said.
According to a reliable source, a top member of the cabinet from Ese-Odo extraction is also rooting for an officer from the main stream civil service from Arogbo segment of Ese-Odo LGA as a possible replacement for Dr. Koledoye, who is from the Apoi sector of the LGA although we were reliably informed that this did not go down well with the Apoi leaders in the Government: their argument is that an Arogbo man had snatched the position of the Permanent Secretary which came to EseOdo under this administration even though there are many officers from Apoi in the civil service who are far more senior to merit the position of the Permanent Secretary.
Other sins of Dr. Victor Koledoye according to our sources is his high degree of truancy. It was reported that Dr. Koledoye has not been coming to the office to perform his duties but rather, he has been spending his time as a full time
Law Student at Elizade University,
Ilara Mokin even though he never obtained any approval nor was he given any leave to proceed on that studies in accordance with the CSR. This we were told has angered the new Chairman of the Commission, who has therefore pushed Dr. Koledoye aside for the work of the Commission to move on. This has not gone down well with Dr. Koledoye who has been heard to complain to higher authorities in the Governor's office but the Chairman appears to have stood his ground, insisting that the studentship of Dr. Koledoye without the requisite approval is unlawful and that he has to make a choice.
Dr. Koledoye has also been accused of bloating his
salary and that of his confidential secretary: Dr. Koledoye was seconded to the commission as the Secretary in the year 2017 on grade level 14, equivalent of permanent secretary. By the rules, his emoluments is either his current salary based on his grade level or the amount earned by a permanent secretary in the civil service. The rules equally permits him to elect the higher of the two as his emoluments.
However, been the chief accounting officer of the commission, he used his position to abuse the process by electing to continue with the emoluments of the previous occupant of the position. The immediate past Secretary of the Commission, Dr DIPO DUROJAIYE, also a medical doctor was on grade level 17 emoluments as at the period he departed Osopadec. It is therefore a great abuse of office that a grade level 14 officer earns a salary of grade level 17 officer without any known official justification.
Even up till now, Dr. Koledoye is yet to attain the grade level 17 status that will qualify him to earn his present salary and allowances.
How the whole scenario goes, time will tell.
